Greta Neubauer was born and raised in Racine, Wisconsin. She graduated from the Prairie School in 2010 and earned a B.A. in history from Middlebury College in 2015. Neubauer's career experience includes working as a legislative aide to State Representative Cory Mason, the director and co-founder of the Fossil Fuel Divestment Student Network, one of the predecessors of the Sunrise Movement, and the co-founder of Divest Middlebury. She has been the board chair of the Racine Hospitality Center and volunteered with the Racine Interfaith Coalition, Visioning Greater Racine, the NAACP-Racine Branch, the Great Lakes Legislative Caucus, the National Caucus of Environmental Legislators, Planned Parenthood, and the Democratic Party of Racine County, WI. Neubauer was elected to the Wisconsin State Assembly as the Assembly District 66 representative in a January 2018 special election, and was re-elected in 2018 and 2020.
