Jessica Feldmark was elected to the Maryland House of Delegates in 2018 and is now entering her second term. She serves on the Ways and Means Committee as well as the Election Law Subcommittee and the Revenues Subcommittee. She is a member of the Joint Committee on Cybersecurity, Information Technology and Biotechnology and currently serves as Chair of Howard County’s House Delegation.

Jessica brings over 20 years of leadership experience in the public and nonprofit sectors to both her service as a Delegate and her work in organization development. She has served as Howard County Council Administrator, Chief of Staff to former Howard County Executive Ken Ulman, and Special Assistant to Mr. Ulman during his term on the County Council. Prior to working in local government, she served as Training and Special Projects Manager for Volunteer Maryland, an AmeriCorps program which helps nonprofits and government agencies throughout the state develop and expand volunteer programs.

An experienced facilitator, trainer, mediator, and executive, Jessica’s work as a consultant focuses on helping organizations empower individuals and strengthen communities. She has presented at national and international conferences on organization development and has designed and delivered training curricula for clients including the Maryland Association of Nonprofit Organizations, the National Crime Prevention Council, the Maryland State Mentoring Resource Center, and various AmeriCorps programs.

Jessica’s career of public service started over two decades ago as an AmeriCorps member at Maryland Volunteer Lawyers Service. Since then, volunteer service has continued to be an important part of her life. She has served on the Boards of NARAL Pro-Choice Maryland, Neighbor Ride, the BWI Business Partnership, Howard County Tourism and Promotion, the Volunteer Center Serving Howard County, the Howard County Association of Volunteer Administrators, and the Wilde Lake Community Association.

She received her B.A. degree in Sociology and International Relations from Goucher College and her M.S. degree in Organization Development from American University.
